The Committee of the Whole (COW) is a procedural session in which all ten commissioners of ANC 1A convene as a single committee to deliberate on significant, complex, or cross-cutting matters before they are brought to the full commission for a vote. The COW allows the commission to engage in open, flexible discussion — without the strictures of full parliamentary procedure — on topics such as the annual budget, the operating rules, commissioner and resident appointments to standing and special committees, and neighborhood-wide policy priorities.

Unlike ANC 1A’s standing and special committees, which are organized by topic/policy area, the Committee of the Whole draws on the collective judgment of all commissioners. Any matter referred to the COW is reported back to the full commission for a formal vote at the subsequent regular meeting.

The Commission Chairperson presides over COW sessions; the Commission’s Rules of Procedure also permit the Vice-Chairperson to preside. If the Chairperson is the subject of the matter under discussion, the Vice Chairperson presides for that item.

Typical COW items include policy matters that affect all single-member districts equally, as well as matters reported by standing and special committees for further discussion before the Commission’s final action. The COW is also the Commission’s general administrative committee, so it considers the annual budget, revisions to the operating rules or bylaws, and committee structure and appointments.

The COW functionally deliberates but does not make binding votes – any final action is reserved for the subsequent commission meeting. At the conclusion of deliberation, commissioners may continue to refine measures for consideration and work through any amendments offered by other Members.
